"Joshua Abraham Norton (February 4, 1818 – January 8, 1880) declared himself "Norton I, Emperor of the United States" in 1859. He later added the title "Protector of Mexico." Instead of being persecuted for his audacious claims, he was celebrated by the citizens of his home city of San Francisco, California, and memorialized in the literature of prominent authors.


Joshua Norton's parents were English Jews who first left England to move to South Africa in 1820 as part of a government colonization scheme. They were part of a group that came to be known as the "1820 Settlers." Norton's birthdate is in some dispute, but February 4, 1818, is the best determination based on ship records and the celebration of his birthday in San Francisco…"

"Emperor Norton began his rule with a flurry of declarations. On October 12—in a move for which you might feel some sympathy—he abolished Congress because of the "undue influence of political sects." When Congress failed to comply, he ordered Major General Winfield Scott to use the US Army to "clear the Halls of Congress." That Scott also failed to comply did not stop Norton from issuing further decrees—he made over 500 in his lifetime"

I thought the Emperor of the United States was merely an interesting character from an episode of "Bonanza". Didn't know until much later while watching "Ripley's Believe it or Not" with Jack Palance the Emperor was a real historical American figure.

There seems to have been something in the air on the West Coast around that time. In British Columbia a character who called himself "Amor des Cosmos" (Love of Cosmos) who was considered by some insane but managed to be elected the 2nd premier of B.C. in 1872! link
